i think that diaruga may rule time as in mnuplate eg speed up time or slow it down stuff where celebi dosent do that (even thoe he seems to do it in his movie he dosent) he can go thue it as in be in the past while in the present

but who has the grater power thay are even unless celebi is effected by diaruga's time mnuplateing powers but if he isent then nither will win it is like this either diaruga wins or none do celebi can atack him thue time and diaruga can slow time to advoid it

Celebi travels through and manipulates it while Diaruga controls and maneuvers time. Diaruga is 15-17 times bigger than Celebi and is more powerful. He is also cooler looking. Celebi might be small and cute but he is not that strong.
