with the celebi bonus disk do you have to beat the elite four to receive it or is it like the jirachi disk where the only requirement is having the pokedex.

You must have beaten the Elite 4 in your game to receive Celebi or you will get an error message that I can't understand because I don't read Japanese

Same applies for the Pikachu with Lightball from memory too...
