Most who claim to have caught it use the guise of the celebi glitch as a way of covering up that they sharked for it. There are a few that could have possible caught it by the glitch but those numbers are really low.... the chance of it happening is about 1 in a trillion.
Nintendo's official response on it is that there is a possibility a glitch could occur that allows for a pokemon to show up unnaturally but that they do not advise catching it and advise you to turn off your game and the tur it back on.

in lamen's terms: Nintendo neither confirms nor denies it and that if it does happen to you you shouldn't catch it because it could possibly mess your game up.

anythings possible, i belive in the glitch too, maybe one day someone will come across it or something and i think the possiblity of running into a wild celebi is higher then the shiny possibilty, but heres something my friend told me, he said he caught all of the unknown in leafgreen and as soon as he walked out of one of the chambers he heard celebi's cry.. HMM could be a lie, i think its 10% true, but yet again i havent tried it yet..

the chance is higher than finding a shiny missingno.
it could also just be a random pokemon cry.

I believe in the Celebi glitch. I'm going to even go hunting for it once I complete Colleseum(for Masterball). I'm very confident in the Celebi glitch and I'm going to search for it until I get it.

My theory on why Nitendo said that. If the Pokemon fandom finds a way to catch such a legend on their game, then,we won't go to Pokemon events to get Celebi and then they won't get our money from that event.

Of coarse this is just my theory,I could be wrong,I could be right.

If people can believe in Missingno they can believe in Celebi.
