Well, Weavile used to be top-tier OU. It was the 7th most used Pokemon in October 2007. Exactly a year later, in October 2008, Weavile comes 23rd, but it's still very far off being BL/UU.

Electivire came 22nd in October 2007, and in October 2008 it came 31st. If Weavile and Electivire keep falling at this rate, Electivire will soon be more used than Weavile. But anyway, Weavile is far off dropping to BL/UU too.

Gallade is a different story though. It came 48th this month, so it only scraped it into OU this time. Gallade was 51st in October 2007, so it was BL back then! Gallade, like Alakazam, Umbreon, Crobat, Roserade, Donphan, Aerodactyl and others, is one of those Pokemon that are destined to be fluctuating between OU and BL/UU every few months.

So, to sum up, I can safely say that Weavile and Electivire will be OU for a long time. Gallade however, actually spends more time in BL than it does in OU. It's OU now, but I suspect this is just a temporary thing.

In other words, the OU tier follows with the usage of the pokémon, like if pokémon A goes below the line of 50th, it's BL?

Unfortunately its weaknesses are extremely common, and it only resists two types.
Seed Bomb helps the Physical sets, though.

Weavile was a good Garchomp counter since it outran it and hit hard, but It's usage for that, plus more fire types, means it will go down in popularity in the battle field.
I chuckled.

Also, I wouldn't really call Registeel "useless", as it's a good way to reliably stop Shaymin-S.

Considering Cradily's weaknesses to Fighting and Ice, Its best used as a special wall in SS.

Registeel is a good Skymin counter too, but it quickly lost popularity.

If I remember correctly, Crobat is the best counter to Shaymin-S, with its immunity to flinching and Earth Power, 4x resistance to Grass, decent defensive stats, and the ability to outspeed and OHKO with Brave Bird.

All it really has to do is avoid switching in on HP Ice, Substitute and/or Stealth Rock.

It's pointless to flinch something faster. Is Air Slash a 3HKO or a 2HKO on Crobat?
I'm honestly not sure, but I'd wager it's a 2HKO.

However, Crobat's faster, so Shaymin-S can't get that extra Air Slash in.

EDIT: I've asked around, and I've gotten a whole bunch of "It doesn't matter".

What would it use to hit Skymin with? Sludge Bomb, Brave Bird, Heat Wave, or even HHP Ice for all I know.

Ice Shard Mamoswine.

Anything with a good attack stat and Ice Shard can pretty much ohko Skymin cause of the 4x ice weakness.

Weavile's Speed is lower than Skymin's, you know.
Although it's unlikely to be OKHOed by any of its attacks.
