Competitive...kinda
Behold the first official Water/Ground type in history! Suck it Thunderbolt! Quagsire's role in the metagame is best described by the following:
source.gif

In short, absorbing attacks with its thiccness no thanks to excellent defensive typing, stats, and a diverse supportive movepool to give itself momentum. While not quite as widely used as its later Water/Ground brothers Gastrodon and Seismitoad, Quagsire remains an excellent choice both competitively and for those who just love this king of derp.

The Sire of the Quag
Ability: Unaware/Water Absorb
Item: Leftovers
Nature: Impish
EVs: (HP 252) (Def. 144) (Sp.Def. 112)

Moves:
Earthquake
Scald
Toxic
Recover

Set Details:
Earthquake is your main attacking move and Scald provides secondary coverage but more importantly gives you access to burns thus making it harder for physical threats to take you down. Toxic handles fellow defensive Pokemon and Quagsire is fortunate enough to retain this move even after the dexit Toxic TM loss thanks to an updated natural movepool. The last slot obviously goes to Recover since no defensive Pokemon is complete without a steady supply of health to tap into. Nature and EVs are spread across HP, Defense, and Special Defense but can be tweaked to suit specific threats so that it holds up against offensive threats, and Leftovers is every defensive Pokemon's best friend offering further recovery to keep Quagsire in the game. The ability choice is a toss-up though. In past generations Unaware was the standard so Quagsire wouldn't feel threatened by set-up sweepers, but thanks to the ungodly abomination known as Dracovish and its Fishious Rend which 2KO's even resisted defensive targets, Water Absorb has found new use for stopping the FrankenFossil dead in its tracks, not to mention an added immunity is always welcome.

Curses! I spilled my Tea ol'Chap!
Ability: Unaware/Water Absorb
Item: Leftovers
Nature: Careful
EVs: (HP 252) (Def. 4) (Sp.Def. 252)

Moves:
Earthquake
Liquidation
Curse
Recover

Set Details:
A Curse set that aims to turn Quagsire into a tank after a boost or two. Earthquake is still the staple STAB and Liquidations offers secondary physical coverage with a nifty chance at lowering the targets defenses. Curse improves Quagsire's damage output and shores up its defenses at the cost of already middling speed, and Recover keeps your HP in the green. This time nature and EV's are poured into exclusively HP and Special Defense since Curse has you covered on the physical defense side, but Leftovers remains the same, as is your choice of abilities depending on whether you fear set-up sweepers or Dracovish more.

Obviously both sets have no coverage against Grass types, but when you have a 4x weakness to said type and low speed you're better off just running at even the smallest hint of Grass:
four-times-effective

Also, here's a mandatory Glenn Quagmire joke:
