Regieleki now has the highest base speed out of any Pokémon. With a +Speed Nature, no investment is needed to outspeed non-Scarf Pheromosa: and only 64 EV’s would be needed to outspeed Ninjask, the second highest.

Unfortunately, Regieleki doesn’t have any methods of dealing with it’s ground weakness, outside of Magnet Rise. Furthermore, its move pool is pretty shallow overall. On the special side, it only has access to Normal and Electric moves, and Ancient Power. On the physical side, its only Electric move is Wild Charge.

Two things stood out immediately about Regileki. One is that it is ludicrously fast. Fast enough to naturally outspeed many pokemon at +1 or +2. This makes it difficult to hit super effectively thanks to magnet rise.

The other is that it has a terrible offensive movepool. So it is very easy for ground types to switch into it. Furthermore it doesn't really have the defensive presence to be useful when perish trapping with thunder cage.

I think that it will stand out most as a doubles support pokemon, setting up screens to support sweepers, or using electro web and thunder wave for speed control.

I haven't done the calcs to confidently post EV Spreads. But I think that it could have a niche setting up light screen while cycling an ally's intimidate with volt switch. While also threatening to hit Milotic, Articuno-G and Zapdos-G who all benefit from opposing intimidate.

Because of Regieleki’s Speed, it is arguably the best user of Electro Ball. It will almost always get the max 150 BP from the attack. Combining Electric Terrain with Transistor can further boost the power of Electric moves, which would boost Rising Voltage to insane levels. As for the last two moves, Ancient Power is Regieleki’s only non-Normal special move. If not using an Air Balloon, Magnet Rise helps to cover its Ground weakness and Electric Terrain helps boost its power.

As for EV’s, max Special Attack is obvious. Regieleki can outspeed almost any Pokémon even with a Speed-neutral nature and little-to-no investment. However, max Speed is still recommended in order to outspeed Pokémon using a Choice Scarf.

Behold the fastest Pokemon in all of existence! ...at least until the second turn when Ninjask utilizes its Speed Boost ability. Much like its Dragon cousin, Regieleki is a bit of an oddball in the Regi family by trading in its monolithic bulk for stats more at home on a sweeper. Base 200 speed means even Choice Scarfed speedsters can't outrun this energizer bunny even with max speed investment. That said, outside of its speed Regieleki doesn't have a whole lot else to offer. Its Transistor (+50% on Electric attacks) definitely helps shore up the reasonable base 100 offenses to much more threating levels, but sadly outside of its Electric moves Regieleki lacks the offensive coverage to take down Ground types which all but block it entirely. Still, Regieleki can pull off some interesting gimmick sets that can throw off your opponent if they aren't packing a Ground type on their team.

Set Details:
Regieleki's practically illegal speed is perfect for making use of one the most underutilized Electric type moves in the game Electro Ball. Close ties in speed tiers rendered the move virtually useless in competitive play, but between the insane speed and the ability to boost it further using Agility, Electro Ball hits like a truck. Thunder Cage is your back-up STAB against threats that manage to at least keep pace with your speed and has a nifty trapping bonus that also chips at your opponents HP 1/8 each turn. The last move is honestly irrelevant since anything Regieleki can't hit hard with its STAB isn't going to take much damage anyways. Substitute gives you a free buffer, Ancient Power is a pathetic excuse for a coverage move, and Hyper Beam is a last resort against Ground types that don't resist it. Dynamaxing is also a viable option to lay down Electric Terrain thus giving Regieleki some added offensive power. All nature and EVs go into speed to make it hit as hard as possible with Electro Ball, while the item choice jacks up the raw power of its offensive moves.

Set Details:
Regieleki really doesn't have the bulk to function as a defensive staller, but I figure I might as well make a gimmick set that plays into its signature move Thunder Cage and its ability to trap and whittle away at the opponent's health. Thunder Cage does reasonable damage, traps the opponent, and takes away 1/8 of your opponent's health (1/6 if holding a Binding Band). Protect burns a turn allowing you to stall for damage and recovery, Substitute performs a similar role but with the added bonus of sponging most status moves. Light Screen is also an option if you want to assist your team's survivability when you are up against a special attacker, while Reflect does the same only for physical attackers. Nature and EVs go into bulk, and your item choice comes down to whether you want to survive longer or your opponent to go down faster.

I can best summarize Regieleki with the following:

Regieleki is arguably the best of the Regi legendaries. It’s absolutely insane speed of 200 makes it the fastest Pokémon in the entire game. 100/100 offenses are just decent enough to make it an offensive threat, especially with it getting a 50% boost on Electric attacks thanks to Transistor (with STAB, that’s a 2.25x multiplier). Electric STAB is pretty good, since it can hit multiple types for SE damage and is benefitted by Electric Terrain.
The main thing keeping Regieleki from being broken is it’s abysmal Special move pool. It gets a plethora of Electric type attacks, but only has Normal moves and Ancient Power for coverage. Physical move pool is only marginally better. This leaves it completely walled by Ground types. However, with good team-support, Regieleki is easily able to clean up late game.
Positives
  • Best Speed stat in the entire game combine with decent offense
  • Transistor is an amazing ability and keeps Regieleki from being Electrode 2.0
  • Can be a good fit on a fair number of archetypal teams, including Electric Terrain and Rain teams
NegatIves
  • Terrible offensive move pool leaves it walled easily by Ground types
  • 80/50/50 bulk is not great, and leaves Regieleki unable to survive 2 strong neutral hits and vulnerable to most priority moves

The last move is more customizable than anything

Regieleki has a surprisingly decent support move pool. While its bulk is bad, it’s high speed helps it compete with other Dual Screen users like Klefki and Grimsnarl. While these two have Prankster, Regieleki’s access to a pivoting move and Rapid Spin gives it a niche over them. Item is customizable based on Regieleki’s primary role on the team

Regeleki is a fascinating case. With a Base 200 Speed, it dethrones Deoxys Speed as the Fastest Pokémon in the game, making it incredibly hard to outspeed at +1, and with Transister, its Electric attacks pack an incredible whallop. On the other hand, Electric is all Regeleki has. It can't even deal with Resists like Regidrago can, outside of explosion unless they are really frail and anything with an immunity is a hard stop. Regieleki has the highest highs and the lowest lows. With no Electric immunities, Regieleki can run havok, tying down targets, counter switch-ins, and generally ripping holes in the opposing team. Bring in a Ground type and watch all that go away as Regieleki flees for its life.

Regieleki hits so hard with just a Magnet, allowing it to forgo being locked into a Choice Item, while avoid the chip damage from Life Orb, which when combined with Entry Hazards and potentially Wild Charge adds up quickly. Thunder Cage is the STAB of choice, allowing Regieleki to lock an opponent down for slightly less damage than Thunderbolt allowing Regieleki to tag out without fear of pivoting on the opponent's side. Volt Switch is another amazing move, allowing Regieleki to scout switch ins and damage targets as it switches out to an appropriate counter. Explosion is Regieleki's answer to Ground types/Electric Immune abilities, hitting for a sizeable amount of damage on a large amount of targets.

Last move is up to preference. Ancient Power enables Regieleki to safely down greatly softened targets that would otherwise be immune to Electric moves, but aren't worth the boom. Wild Charge on the other hand, is an option to strike at targets who have more SDEF than DEF, allowing Regieleki to blow by sponges.

As for the EVs, Max SATK is necessary for bringing as much oomph to the Volt Switches and Thunder Cages as possible. 172 SPE EVs with a speed boosting nature is all that is necessary to outspeed a positive natured Choice Scarf Kartana (base 109), is the fastest common Scarfers and most boosters would go in OU. The remainder goes into ATK to make Explosion (and potentially Wild Charge) sting as much as possible.

Regieleki can be difficult to play with if there are ground types on the opposing team. Letting a Garchomp or Excadrill come in and Swords Dance/Rapid Spin for free may cost you the game if your checks for them are unable to handle them. Additionally, due to its fraility, Regieleki offers no defensive utility on your team and requires a free switch to get in. But Regieleki also puts a great deal of pressure on your opponent's revenge killers as they are liable to be outsped and OHKOd by Regieleki itself. Read your opponent and Regieleki is an invaluable asset.

Also, watch out for Priority.

The pros:
-252+ SpA Choice Specs Transistor Regieleki Rising Voltage (140 BP) vs. 248 HP / 8 SpD Eviolite Chansey in Electric Terrain: 388-457 (55.1 - 65%) -- guaranteed 2HKO
-Doesn't even need to run a full speed investment to outrun the entire unboosted metagame and most scarfers to boot.

The cons:
-Goes down in 1 hit to almost anything.
-Coverage? What's that?

Using Regieleki is pretty simple. Slap a Tapu Koko on your team, give Regieleki Rising Voltage, Volt Switch, maybe Thunderbolt as it's stronger if Electric Terrain isn't up, and whatever filler move that you'll realistically never use that fits your fancy. Regieleki is utterly incapable of dealing with Ground types and bulky Grasses like Tangrowth so he needs those removed before he can click Rising Voltage and OHKO your opponent's entire team. All in all, an extremely one-dimensional Pokemon but quite a powerful one if provided with adequate support. Whether or not it's worth that support, I haven't really decided. I have a feeling this Regi would be particularly nasty in Doubles formats, but I'm not a Doubles player so I can't really comment.

I know this POTW has already been posted but there's some minor inaccuracies in it. Timid 168 Speed only speed ties with +1 base 110s, you need to run 172 to actually outspeed them. (Disregard this, either I misread the spreads or they've been corrected)

Also, Electro Ball is not at all consistent enough with its base power; a 252 Speed Tyranitar with its whopping base 61 Speed is only being hit for 80 base power by Electro Ball from that set. Anything faster is taking even less damage. Thunderbolt is all around more consistent if Electric Terrain isn't up, even with Regieleki's ridiculous Speed stat.
