OMG Cincinno, how I hate you and your stupid ability...

Positives:
+ 2 out of 3 of its abilities are perfectly usable.
+ It's very fast (base 115 is nothing to laugh at).
+ Base 95 Attack puts it as strong as a Kingdra, which is decent.
+ It has a lot of moves that help its Hidden Ability and one of its normal abilities.
+ Outspeeds every single Fighting type and every single Ghost type Pokemon.
+ With Skill Link, you are getting at least 125 base power in Rock Blast, Bullet Seed and Tail Slap.

Negatives:
- Although it's as strong as a Kingdra, Kingdra can abuse critical hits and Cincinno can't.
- 75/60/60 bulk is not very good.
- Limited to Tail Slap, Bullet Seed and Rock Blast as usable moves.
- Things like Scarfed Primeape and Hitmonlee can outspeed it and dispose of it quickly.

Abilities:
Cute Charm - When Cincinno is hit with a contact move, the target has a 30% chance of becoming infatuated. OK-ish, but it wears off at the end of the battle and it falls inferior to its other 2 abilities.
Technician - Moves with a base power of 60 or less gain a power boost of 50%. With Cincinno's main moves, there will be a base power of at least 75 (maxing at 187.5) for its prime moves. However, this is down to chance and luck isn't on my side.
Hidden Ability:
Skill Link - Moves that can hit 2 to 5 times in the same turn will always hit 5 times. Before, Cloyster used to be the only Pokemon that could exploit this ability. Now, Cincinno can do it too. And it's pretty brutal. Base 125 power consistently from its three prime moves: Tail Slap, Bullet Seed and Rock Blast.

Ah cincinno, one of my favorite choice users of RU/UU:

Pros:
+Has access to skill link, and a passable movepool to abuse it with
+Base 115 speed makes it the fastest pokemon with that ability
+Base 95Atk when combined with skill link makes it surprisingly scary, especially when some "CHOICE" is involved

Cons:
-75/60/60 defenses always put it in a "kill or be killed" mode, as even resisted hits will ruin it
-While it does have a decent physical movepool, steel types still wall it pretty easily
-Its other ability, technician, has all of 2 moves to abuse it with, making it rather predictable
-Often forced to run choice items to remedy the first two points

Cinccino is one of the most adorable menaces I've ever seen. Let's do this...

Stats:
-HP - Above Average - Base 75 is not a bad start, but kinda sucks for a Normal Type.
-Attack - Good-bordering-Great - Base 95 is pretty good, especially with Technician and Skill Link to boost its primary Moves.
-Defense - Mediocre - Base 60 is really weak, forcing Cinccino to fight to the last.
-Sp.Atk - Mediocre - Base 65 is not worth it. Move along. Nothing to see here.
-Sp.Def - Mediocre - Base 60 is really annoying to have in both defenses.
-Speed - Great-bordering-Godly (non-Trick Room) - Base 115 is really substantial for Cinccino's fight-or-flee survivability.

Abilities:
-Cute Charm - Bad. Bad. BAD. No. Useless. Move on.
-Technician - Boosts Base 60 and weaker Moves to 150% of their normal Base Power. I like it better than the commonly used option for the 2-5 hits with Tail Slap, Bullet Seed, and Rock Blast being Base 37.5 Power instead, but there's still something to be said about...
-Skill Link - ...guaranteeing 5 hits from those same multi-strike Moves. Getting Base 75, 112.5, 150, or 187.5 at random with Technician VS guaranteed Base 125 with Skill Link is a hard choice to weigh, but when you hate Substitute as much as I do, you tend to appreciate any boost you can get.

Overall, Cinccino is less of a Glass Cannon and more of a Glass Gatling Gun thanks to its multi-strike Moves. Getting slammed by a Priority Move will almost always be a death sentence, but those Substitutes' and Sturdy Abilities' days are numbered. As a bonus, you get access to Knock Off, Aqua Tail, Iron Tail, U-Turn, and Gunk Shot to round out your sweet offense.

Cincinno is one of those Normal types that, despite being super-cute, is very useful. It's a Pokemon with moves, stats and abilities that mesh perfectly together. With access to Tail Slap, Bullet Seed, and Rock Blast as well as one of the lucky Pokemon who gets Skill Link, Cincinno has two accurate moves with essentially Base 125 power and one slightly less accurate move with essentially Base 187.5 power once STAB kicks in. Oh, and they also have the power to break Substitutes, Focus Sashes, and Sturdy. Base 95 Attack is incredibly average, but when backed by the shear power of its moves and a item like a Life Orb, Cincinno becomes a serious threat. And at Base 115 Speed, you tie with the likes of Starmie, Ambipom, Mega Houndoom, and...Mega Rayquaza. Not bad.

Cincinno's negatives are its awful defenses and general predictability. 75/60/60 means that even neutral hits (which you'll run into a lot of because you're a Normal-type) will be taking serious chunks out of you. And as Cincinno is a very niche Pokemon, you can generally assume every single one you come across has basically the same moveset. It doesn't even get a good boosting move (Work Up is the only one it gets), nor does it have the typing or defenses to take advantage of one. Still, despite being a one-trick chinchilla, Cincinno has enough going for it to net a solid place in the lower tiers.

Every decent Cincinno set will look like this.
Jolly Nature (+Spd, -Sp. Atk)

Knock Off/U-Turn

It DOES get a few other moves, but for the most part, its core Skill Link moves outclass them. Neutral Aqua Tail does less than a resisted Tail Slap and is only useful for the Steel/Rock and Steel/Ground types. Gunk Shot and Iron Tail are gimmicky and only are good for the Fairies. Cincinno is fast enough to make good use of Encore, but Whimiscott exists in the same tier and is generally a better user of the move.

Now then, your three core Skill Link moves will deal your main damage, but you have a little bit of choice in the fourth slot. U-Turn works great with Cincinno's excellent Speed and helps keep offensive momentum. Knock Off on the other hand can surprise Ghosts that switch in and has the utility of removing items, which is always useful.

You'll want max Speed with Jolly to make the most of Cincinno. The extra power of Adamant isn't worth it, as you lose the ability to outspeed anything above Base 100 Speed.

Item choice is up to you. Choice Band gives you a serious power boost and works well with U-turn, but it forces you to be locked into a move. Choice Scarf may seem a weird choice on something so fast, but it turns Cincinno into an amazing revenge-killer and enables it to outspeed most other Scarfed Pokemon that may switch in to try and take it out. Life Orb gives a smaller boost to your power and doesn't lock you into a move at the cost of your HP. And King's Rock gives you a 41% chance to flinch with your moves -- a bit unreliable, but can be helpful in a pinch.

Countering Cincinno:
Cincinno tends to bounce in and out of battle a lot, so entry hazards will chip away at its health very quickly. Just be aware that Cincinno outspeeds many suicide leads and can KO them through their Sashes before they can do a thing. Steel types can suck up Cincinno's assault well, as they resist all of its core moves. You can use priority or a Choice Scarf Pokemon to outspeed Cincinno, but beware if Cincinno has a Scarf of its own. Pursuit will take big chunks out of Cincinno as it switches out thanks to its low defenses. Also look out for Knock Off. If your Scarfed counter switches in on a Knock Off, you are screwed.

I have never really used Cinccino, beyond getting it to complete the Pokedex. Why does it need a Shiny Stone anyway? Couldn’t it evolve via Friendship instead?

Evolution method complaints aside Cinccino is interesting. Its ATK is decent (95) and its SPD is phenominal (115), which is all one needs to be a sweeper in theory. Fortunately that theory quickly approaches fact with Cincinno possessing to excellent offensive abilities in the form of Skill Link and Technician, though the former outclasses the latter. Working against Cinccino is its paltry physical movepool and the fact that aside from the two stats I just mentioned, it is weak in everything else.

Cinccino with Technician. Look familiar? Sadly Cinccino’s viable technician movepool consists of multi-hit moves, Covet (outclassed by Return and Tail Slap at 3 hits) and Thief (which is occasionally outclassed by Knock Off). While Skillccino (Skill Link Cinccino) has more consistent power, Techcinno has higher peak power due to technician. With Skillccino, multi-hit moves have a consistent 125 damage (125*5, ignoring STAB). Techcinno’s multi-hit power varies: 75 (2 hits), 112.5 (3 hits), 150 (4 hits) and 187.5 (5 hits) (25*1.5* X, where X equals the number of hits). You need at least 4 hits in order for Techcinno to outpower Skillcinno which occurs 25% of the time. Not usually worth it but, that peak damage is really the only reason to use Techcinno. Oh yeah, set usage: hit the field and attack your target with the most appropriate move, Choice Band for more power and Life Orb for variety.

Countering Cinccino
Priority. Cinccino is frail, maybe not Mr. Wet-Paper-Bag-Mime frail, but frail nonetheless. Priority moves bypass Cinccino’s greatest asset, its speed and downs it before it can do damage. Failing that, burning it also works, as Cinccino’s SATK is unusable, though you need god prediction or something that is sturdy enough to take 5 hits. Don’t rely on Substitute or Focus Sash, Cinccino is too reliant on multihit moves to make that a viable option. Finally, if you can catch Cinccino on a Tail Slap, anything with Iron Barbs, Rough Skin and/or a Rocky Helmet will maim/KO it via its own offense.

I love Cincinno. Not only is it FREAKING ADORABLE, but this little cutie can be very destructive. A base 115 speed is awesome. Base 95 attack stat seems underwhelming, and it is. But will hit hard anyway thanks to Skill Link, along with a movepool that abuses Skill Link nicely. It's a shame that its attack stat is not the greatest. However, Cincinno is like the family's pet: friendly, adorable, cuddly, probably has soft fur, great with small children, doesn't shed, easy to house-train, and able to protect the house from burglars and dust bunnies with powerful offensive abilities.

Because Cincinno's attack stat is not the greatest, it needs all the help it can get. A Choice Band goes to great lengths to alleviate this issue. Most Cincinno will likely be running a set similar to this. Cincinno is a late game sweeper and is best used as one. Your hold item depends on your preference. Just remember, Cincinno will need all the power it can wrangle to be effective.

Other options:
Technician is another fantastic ability, granting Cincinno two coverage moves that help it out. However, Tail Slap becomes an unreliable move, so Skill Link is still better.
Gunk Shot and Iron Tail can be used if you have Fairy problems. Iron Tail comes with the bonus of destroying Diancie and the living room furniture. However, Diancie is handled fine by Bullet Seed.
Work Up is Cincinno's only way to boost the attack stat, but it's not a big enough boost. Better to stick with a Choice Band. More importantly, Cincinno loses much needed coverage.
Covet, Thief, and Wake-Up Slap are moves that Cincinno can use with Technician. However, Skill Link Tail Slap hits harder than Covet and Thief are not really needed. Wake-Up Slap however does give Cincinno reliable coverage against Steel-types. However, Cincinno needs Skill Link to maximize power reliably, so leave Steel-types for Cincinno's teammates.
Cincinno also has a surprisingly nice support movepool that includes Encore, Helping Hand (for doubles), the previously mentioned Knock Off, Sing, Thunder Wave, and Tickle. But why do the cute stuff that other cute Pokemon can do when Cincinno has the tools to keep the kids safe from burglars and opposing Pokemon that like to use Substitute or have Sturdy or Multiscale as abilities? Cincinno is already super cute!

When are the Hoenn starters going to be covered? It seems weird that we had Groudon and Kyogre, then randomly went to two other Pokémon.

Anyways, Cincinno's Skill Link ability is what makes it useful. It works well with King's Rock. Too bad this thing doesn't get Swords Dance...

Sorta. While life orb may seem better as it allows it to switch moves freely, I'm pretty sure it also leaves it open to being outright revenge killed/priority-killed should it lose that tiny bit of health (if anyone wants to do the calcs, I'm pretty sure an unboosted feraligatr aqua jet k/os cincinno after life orb recoil, but has a decent chance of not killing it should there be no recoil damage).

Speaking of water type moves, might I ask why people keep suggesting aqua tail as a fourth move? Rock blast hits fire types for harder than it, bullet seed hits ground/rock types for harder than it, and both have the same or better accuracy respectively than it. The only two notable things it hits for harder is mega-camerupt and heatran (and even then, I'm pretty sure all of the other 5-hit moves it has always k/o camerupt and do roughly the same to heatran anyways). Technician is also pretty useless on this thing as with Wake up slap being 70 base power now it doesn't gain any coverage and is weaker 50% of the time. You'd also have to factor in Persian/Breloom, who both have access to boosting moves/way better support movepools which overall outclass cincinno entirely in that aspect.

Oh, and for "checks and counters", Magneton/zone, metagross, registeel, and basically everything with intimidate ruin this thing to oblivion. Ferrothorn and (if we're including things in the tiers Cincinno will most likely stay throughout gen 6) eviolite ferroseed also deserve a special mention, as both are ridiculously bulky physically and can set up in its face, with Cincinno unable to really touch it outside of thunder wave or a Focus blast off its pathetic base 65sp.atk.

The little ball of fur can deal some major damage, it can turn a battle around in most cases. Taking a base 125 damage attack can ruin even the toughest of Pokemon.

Life Orb would have to be my favourite as the base 114 speed should out speed a lot of Pokemon coming at you. Striking with the Life Orb of top of the Base 125 mentioned above is a stupid amount for such a cute and happy Pocket monster.

Moves:
-Rock Blast
-Bullet Seed
-Tail Slap
-Thief/Knock Off/Thunder Wave/Sing

Although it's move pool is shallow, it can utilize the moves above quite well. Covering a few types as well. The STAB from Tail Slap is always a good option if the 3 other moves cannot scratch the opposing Pokemon. The last move can deviate, as there is no other Skill Link affected move in Cincinnos' move pool besides Double Slap, which is already covered by Tail Slap, as it is more powerful.

Iron Barbs/Rocky Helmet
Iron Bards and Rocky Helmet will help Cincinno kill itself. It's major weakness is it's frailty, it cannot survive many attacks itself, but if any damage was combined with hitting itself 5 times, it could spell the end for our little Baby-Dolled eyed critter.

The one thing I notice is that Cincinno forces a lot of switches, so based off of a Gengar set I'd seen in OU that relies on a similar strategy to spread Burns, I think a Substitute+status set would be useful on Cincinno to cripple common switchins and support its team better. It can also try and pull off ParaFlinch pretty decently, although it doesn't have Serene Grace.

Pretty simple set, come in, Sub up on an opponent that will most likely switch out fearing a revengekill, and paralyze the switchin. Knock Off removes items and gives you something to throw at Ghosts (although the bulkier ones like Spiritomb and Dusknoir won't be bothered by it too much), or Bullet Seed hits the Rock types that seem to infest RU for good damage. Tail Slap is the mandatory STAB. EV spread is offensive because even max bulk Cincinno is still laughably frail.

Cute Charm: This is not a very useful ability as it only works on Pokemon that has a different gender from it. Skill Link and Technician is much more useful than Cute Charm
Technician: A good ability that increases all attack that have 60 or lower base power. This can allow moves that hit multiple time to deal huge amount of damages.... if you are lucky.
Skill Link: A much more reliable ability than Technician which guarantee moves like Bullet Seed and Tail Slap to hit 5 times.

Nature: Adamant/Jolly

Tail Slap is obviously for STABs while Bullet Seed and Rock Blast are for coverages. Knock Off is nice even though it doesn't' work with skill link (but it works with technician) as it can remove the opponent item and can also cover some types. You can use many items for it, King's Rock if you want to flinch your opponent, Life Orb for extra damages, Choice Band for much more attack, Choice Scarf for Speed and Focus Sash if you want to survive a hit.

Countering:
Most Steel type Pokemon should be able to completely wall Cincinno easily. Paralyzing or Burning Cincinno could easily cripple it as a decrease in attack and speed would completely make Cincinno useless.

Cute Charm: The opponent has a 30% chance of being induced with Attract when using an attack, that requires physical contact, against this Pokémon.
- Very situational and unreliable Ability, since you don't know the opponent's gender and there are genderless Pokémon as well, don't use this Ability.
Technician: Moves with a base power of 60 or less are boosted in power by 50%.
- Can be useful since Cincinno's multi-hit moves have low power, but I like Skill Link's consistency and the odds of Technician's Tail Slap, Bullet Seed and Rock Blast being stronger than Skill Link's moves are pretty low (I think it's 25%).
Skill Link: Moves that attack 2-5 times always hit 5 times.
- Reccomended Ability since I always hated multi-hit moves when used by my opponent and this Ability was my "Skill Link Hax Payback Time" when I played White 2.

Tail Slap, Bullet Seed and Rock Blast are Cincinno's main moves, though they have low power, with Skill Link they will hit 5 times 100% of the time (unless Tail Slap or Rock Blast miss, since thier accuracy is lower than 100%) and damage will pile up quickly.
King's Rock flinch chance is 10% for every individual move Cincinno makes, with 5-hit moves, the flinch chance is about 40% and I love flinching my opponents to death.
This set could work with other items that give an extra oomph in terms of attack such as Choice Band and Life Orb or to outspeed pretty much anything with a Choice Scarf.
The EV spread and Nature are obvious, Adamant for extra power, Jolly for extra speed.

About the filler move:
Aqua Tail for extra coverage and can hit most Steel-types for neutral damage.
Gunk Shot and Iron Tail for those pesky pink Dragon Slayers of evil, but their low accuracy can ruin your day sometimes.
Knock Off's buff in this generation means this move is super useful against pretty much any non-Mega Pokémon or anything faster than Cincinno using the Flying Gem+Acrobatics combo.
U-turn to get the freaking out of the field when you see a Steel-type or some annoying Pokémon the other teammates can take down.
Wake-up Slap can hit Steel-types for super effective damage, but most of them have high defense.

Out of all of them, only meloletta and m-lopunny (assuming loppunite remains in UU) are the only fighting types Cincinno has to worry about outspeeding it. And even then, I definitely know hawlucha/m-lopunny/meloletta can't safely switch in without being k/o'd by its moves.

-Sp.Atk - Mediocre - Base 65 is not worth it. Move along. Nothing to see here.
-Sp.Def - Mediocre - Base 60 is really annoying to have in both defenses.
-Speed - Great-bordering-Godly (non-Trick Room) - Base 115 is really substantial for Cinccino's fight-or-flee survivability.

Abilities:
-Cute Charm - Bad. Bad. BAD. No. Useless. Move on.
-Technician - Boosts Base 60 and weaker Moves to 150% of their normal Base Power. I like it better than the commonly used option for the 2-5 hits with Tail Slap, Bullet Seed, and Rock Blast being Base 37.5 Power instead, but there's still something to be said about...
-Skill Link - ...guaranteeing 5 hits from those same multi-strike Moves. Getting Base 75, 112.5, 150, or 187.5 at random with Technician VS guaranteed Base 125 with Skill Link is a hard choice to weigh, but when you hate Substitute as much as I do, you tend to appreciate any boost you can get.

Overall, Cinccino is less of a Glass Cannon and more of a Glass Gatling Gun thanks to its multi-strike Moves. Getting slammed by a Priority Move will almost always be a death sentence, but those Substitutes' and Sturdy Abilities' days are numbered. As a bonus, you get access to Knock Off, Aqua Tail, Iron Tail, U-Turn, and Gunk Shot to round out your sweet offense.

To add more justification on my most favorite normal type competitively in any tier, the important highlight for her is its speed. But you know, I may as well share the pros and cons of the items she normally uses.

Choice Scarf VS Choice Band

The common debate and item on how you want her to fight offensively. For some of us, choice band seems to be the great choice due to her great speed that can outspeed so many pokemon naturally with max speed and attack investment. Yet I'm not sure if Greninja outspeeds her. It could be impossible to outrun the ninja, I guess. Choice Scarf for a few players however, is more valuable if they give her an adamant nature boost. or if they want a shot on outspeeding pokemon with base speed higher than 115. Not sure what's the required base speed to outrun a scarfed pokemon with jolly nature and 115 base speed (ala greninja speed).

Life Orb:

If being locked is something one does not like (I hate being locked to a move), Life orb is a decent alternative if you have ways on eliminating priority attackers. Otherwise, priority can be her bane, like Talonflame with a Staraptor tagging along.

Niche Option:

Focus Sash

If your goal is to kill specific priority attackers like Azumarill or Talonflame (maybe even her RU counterparts. I'm not familiar with the other tiers of the current generation. Sorry.), you give her a focus sash. And keep in mind, if ay of you know just how valuable she was on stopping smeargle from setting up last gen, this sash is decent for her ONLY FOR SPECIFIC TARGETS (priority attackers).

If only she had arm thrust as a move. Maybe if she had a mega evolution with Arm thrust, that would be good. Maybe extremspeed too. I tried promoting on a Pet Mod on Smogon called Megas for All, and won in a great fashion that caused the rest of the participants to jaw drop out of my last minute entry with rage since I gave her +45 on speed and +55 attack boost
