Competitive...kinda
Gligar was an interesting Pokemon back in gen 2 no thanks to its unique typing and defensive stats. It's just a shame it could not be caught in Silver version, you had to wait until the 8th gym to catch one, and in gen 2 it couldn't even learn Earthquake or Wing Attack naturally (WTF!?). Fortunately in gen 4 it was one of several Pokemon that got a new evolution, and with it a significant boost to its stats and movepool, allowing it to become one of the most versatile Ground types in the game. A sweeper? Wall? Utility? Gliscor can do all of that and more, making it a premiere choice to any BDSP team...once you get to the POST GAME that is! XP

Soaring Scorpion Sweep:
Ability: Poison Heal
Item: Toxic Orb
Nature: Jolly (+Speed -Sp.Att)

Set Details:
A Swords Dance sweeper. Set up your attack and then fire off Earthquake after Earthquake while using Acrobatics as coverage. To boost Acrobatics from 55 -> 110 base power you will have to use Fling to get rid of your Toxic Orb, and honestly once you have been poisoned the orb is pretty much useless since Gliscor's Poison Heal will work even if you aren't holding it anymore, unless you have a teammate that runs Aromatherapy or Heal Bell that is. Not to mention flinging the Toxic Orb inflicts bad poison to your target, making a sort of single use Toxic that can be used against bulky and defensive targets.

Set Details:
I ran this gimmick set back in my Sun/Moon days, and it is a real doozy if you can transfer one over from Pokemon Bank (It can't learn Toxic anymore). Lay down Toxic and then stall with a combination of Protect and Substitute. Thanks to Poison Heal recovering 1/8 of your health instead of Leftovers measly 1/16, if you alternate between Protect and Substitute you will be able to heal off the 1/4 health Substitute without any HP loss, making Gliscor the only Pokemon that can stall indefinitely. If you are slower than Gliscor, then you won't be able to attack Gliscor at all. Finally we have Earthquake that hits Poison and Steel types that are immune to Toxic. So unless you are packing a Pokemon with Taunt, or Crobat, Skarmory, or Bronzong, you will ragequit pretty hard facing this troll set.

Gliscor, who was the significantly needed upgrade to Gen II’s Gligar. As a competitive Pokemon, Gliscor occupies an interesting place in competitive play as having both a offensive and defensive role. While base 95 Attack isn’t amazing, access to good moves and Sword Dance patches that right up. Defensively, its typing and utility move allow it to make the best of its 125 base Defense. This is coupled with its amazing ability Poison Heal, which turns the worst status for defensive Pokemon into semi-reliable healing. All these couples together give Gliscor a perfect place in competitive play.

Poison Heal is fantastic on both offensive and defensive sets, since it can block burn or paralysis. Hyper Cutter is an option if you are concerned about Intimidate, but most common Intimidate users do not scare Gliscor. Earthquake is mandatory STAB and pair well with Stone Edge for excellent coverage. Knock Off offers more utility/accuracy and different coverage than Stone Edge. The last option is fairly customizable. U-Turn is great for momentum while Fire Fang is more threatening to Skarmory and Scizor who can potentially beat this set otherwise. Additionally options include Roost or Ice Fang.

Gliscor makes for a great defensive utility Pokemon with its movepool, typing, and ability. Jolly nature helps it set Stealth Rocks faster and utilize its other moves more favorably, though this can be swapped out with a more defensive nature as needed. Poison Heal is a must, as it blocks status and provides more healing than Leftovers. Earthquake gives Gliscor some decent offensive presence despite the more supportive nature of the set and helps to beat other Stealth Rock users. It also keeps Gliscor from being Taunt bait. Speaking of which, Taunt is a useful option for beating other supportive Pokemon and block other hazard setters. Roost improves longevity even more so in combination with Poison Heal to allow Gliscor to potentially PP-stall. Knock Off and U-Turn also can work well depending on the team.

Several Objections -

EVs: Investing in defense is ill advised -generally you want want to invest in HP for general Bulk against both physical and special moves. The more HP you invest in, the more you get back from Poison Heal and Roost.

Items: Flame Orb does not trigger Poison Heal and you are nerfing Gliscor's viable attacking stat, for which non-STAB non-Guts Facade is not worth it.

For moves, Poison Jab is an odd option. Yes, it answers Grass types (which resist Earthquake) and Fairies, but Flying STAB even in Wing Attack/Aerial Ace has greater power after STAB except against Fairy types. Dark Pulse is not recommended as a special move at all as Gliscor's Special Attack is completely nonviable.

I agree that Empoleon makes a decent partner for Gliscor. Empoleon and Gliscor have extremely complimentary typings - Empoleon resists Water and Ice and Gliscor resists Ground, Electric and Fighting. Additionally Empoleon has special bulk to Gliscor's physical and has access to Grass Knot and STAB Flash Cannon to threaten the aforementioned bulky water and ice types. I also agree that Empoleon is not the only good partner with Gliscor. Rotom-Wash fills many of these same requirements and provides valuable status control as well as being a member of a VoltTurn team. A lot of water types fill this defensive niche bar Freeze Dry and tend to make good partners for Gliscor.

Because Empoleon covers all of Gliscors weaknesses (Ice and Water) - and Gliscor in return covers all of Empoleon's weaknesses (Electric, Ground and Fighting).

Sure, Rotom Wash is an option if you want VoltTurn. I don't see Rotom Mow as a valid option as it compounds the Ice-type weakness.
