It's Arceus!

Since its inception, Arceus has been one of the most prominent Pokemon in competitive play. It can do everything: sweeper, wallbreaker, or support. Not only that, it can go physical or special equally well. The base 120 stats across the board give it the perfect mix of offensive prowess and defensive utility. It has a fantastic movepool to back this up too.
I would be remissed if I did not recount about Arceus’ signature ability: Multitype. While functionally the same to the RKS System ability, plates are a far superior item as they provide a 20% boost to moves of their respective type. The type changing for Arceus gives it the immense flexibility and power it is famous for.
Unfortunately as the generations have passed, Arceus has lost a bit of its glory. New threats and power creep threaten to overtake it, and specific Arceus forms have become largely outclassed. However, do not be fooled; Arceus remains in a league of its own.

Extreme Killer Arceus

This is one of the original sets from back in DP and remains potent today. It is pretty straight forward too: set up and destroy. The flexibility of the last slot depends on whether you want to protect against status or have improved longevity.

Flying-Arceus is my favorite form of Arceus and this form is actually pretty useful too. With this typing, Arceus is able to avoid the effects of all entry hazards except Stealth Rocks. Poison-Arceus is the only other form that has any kind of invulnerability to a entry hazard (Toxic Spikes). Flying type is a great neutral coverage type too, allowing Arceus to have a mono-attacking set. Calm Mind provides a boost to power and Recover provides longevity during set-up. Unfortunately, the preferred status remover in Refresh was lost in the generational shift, but Safeguard/Substitute are still useable. Safeguard provides some additional protection for the entire team, while Substitute can ease set-up and prediction.

If I had to choose one single Arceus set to be the definitively best set, it wouldn't actually be Extreme Killer (especially since the advent of Marshadow), it would be this mono-attacking Arceus-Fairy set.

Okay, so first of all, this set is pretty outdated. This was a very common set I ran during Gen 7, and the EV spread reflects it (speed creeping Mega Lucario and Scolipede, neither of which are relevant in recent metagames, while dumping the extra into Defence to buffer against hits from Primal Groudon, which may not be the most optimal choice now that Primal Groudon isn't in the game). That being said, the EV spread could easily be tweaked to make him relevant in the current metagame. Either go all the way to 252 Speed to Speed tie other Arceus forms, or drop back to 172 Speed to creep base 110s, and the rest should probably be dumped into Sp. Atk.

The set is pretty simple but it actually packs a lot of utility into one slot. It lures out Steels like Aegislash, Melmetal, Zacian-Crowned, Necrozma Dusk Mane, Mega Scizor, and Mega Metagross (whichever of those Pokemon are present in the game you happen to be playing anyways...) and cripples them with a Burn. It presents a bulky answer to the likes of Marshadow and Mega Salamence, and indeed is one of the few Pokemon that can trouble Mega Rayquaza in formats that allow its use (although one should run a bit more Speed if they anticipate running into it, and is by no means a surefire answer; no Pokemon is), or base Zacian/Zamazenta and the myriad of powerful Dragon-typed legendaries in Sw/Sh. It also acts as a late-game win condition, easily mopping up weakened teams once the few things that resist its Fairy STAB are weakened or removed.

There unfortunately isn't a lot of room for options on this set, which is a shame because Arceus has plenty of them. Substitute can be carried over Will-O-Wisp if crippling Steel-typed switchins isn't a priority. It makes him better at cleaning up late-game as a surprise Toxic or Thunder Wave can't cut his sweep short, but those moves are both much less common in Ubers than they used to be, and by the time Arceus is mopping up you've usually scouted them out anyways. Earth Power is another option to consider as it gives him very good coverage, hitting almost all of the threats he'll usually encounter for at least neutral damage, save for Flying/Steel types like Skarmory, Corviknight, and Celesteela, but he sorely misses whatever move he drops for it. Defog could be carried over Calm Mind if you want to forgo the ability to set up and sweep late-game for more utility.

Arceus wants teammates who can deal with bulky Steel-types, Poison-types, and specially defensive titans like Chansey/Blissey. If you didn't notice, there's one particular Pokemon who excels at trapping and removing these opponents; Dugtrio. Bulky Fire-types, rare as they are (Ho-Oh and Heatran being the main concerns), are also problematic, so a teammate such as Kyogre, Palkia, Tyranitar, or Terrakion who can handle them is also appreciated. They can also be somewhat controlled by Stealth Rock, but the introduction of Heavy-Duty Boots makes this not nearly as reliable as it was in past generations.

Defensive build. Cosmic Power buffs both of your defensive stats at once; with base 120 for both, investment in either is optional. Recover instantly heals half your HP, and isn't reliant on weather (like Moonlight on Clefable). I should point out that Arceus is one of a select few Pokemon that can run that combo, the others being Starmie and Deoxys. Judgment is your primary offensive move, and stops you from being Taunt-bait. Final move is up to personal preference, broken down based on what you need most on your team. Do note that this moveslot determines your checks and counters to a large extent.
~Status: Will-O-Wisp (shuts down most physical attackers and makes you near-impossible to KO by physical attacks), Thunder Wave (stops most sweepers, especially Ho-oh).
~Support: Gravity (not widely available, and the others who do get it usually have better options available; ONLY USE IN DOUBLES), Roar (force out counters, make sure team has a Hazard setter for best effect), Light Screen (make you near-impenetrable on the Special side and protects teammates if you need to switch), Reflect (same as Light Screen but for Physical), Safeguard (immune to status), Stealth Rock (you are bulky enough to set your own hazards), Snarl (same as Light Screen, but deals damage), Substitute (makes you near-immune to damage after a few boosts of Cosmic Power), Defog (removing enemy hazards is always appreciated).
~Coverage: Seismic Toss (Blissy, Calm Mind-users), Earth Power (Dialga), Ice Beam (Groudon, Rayquaza, Lugia, Garchomp), Giga Drain/Energy Ball/Grass Knot (Kyogre, Groudon), Thunder/bolt (Lugia, Ho-oh, Kyogre; I personally don't recommend Thunder outside of rain even with the difference in power from Thunderbolt), Shadow Ball (Giratina, Mewtwo, Lugia), Flamethrower (more useful once Ferrothorn, Zacian, etc are legal, but stops Bronzong and Magnezone), Dragon Pulse (Rayquaza, Palkia, Giratina, also has good coverage with Steel), Dark Pulse (Giratina, Mewtwo, Lugia), Psychic (more useful once Eternatus is legal), Surf (Groudon, Ho-oh), Charge Beam (offense with a good chance at increasing SpAtk). As of this post, I understand that Arceus isn't legal to fight against anything released after Gen IV, thus why Pokemon such as Zacian and Reshiram aren't getting much attention here.
EV's and Nature are to maximize Speed and SpAtk. Odd priority for a wall, but Arceus' base stats allow it to outrun most other Ubers and deal far more damage than other "wall"-inclined Pokemon. You also have, barring Charge Beam, no way to boost your SpAtk on this set, so maximize your damage output and ensure you can get your boosts & attacks in before your opponent can hit.

TEAMMATES:
As written, this set can work well on most teams. Fast sweepers appreciate their checks and counters being worn down, while other walls can make your opponent struggle to break you.
EDIT: In doubles, really shines alongside fast-but-frail offensive Pokemon, as you're easy to ignore until you're the last Pokemon on the field with maxed out boosts to Def and SpDef.

OTHER OPTIONS:
Not a lot. Changing up the Plate allows for Flash Cannon (Clefable) as a coverage move, and also changes what you can wall/struggle to wall. Pixie Plate is arguably the best as you hard-counter Giratina, Palkia, and Rayquaza, as well as Yveltal, Zygarde, and Zekrom once they're legal. Flying is also an option, as it frustrates Groudon and makes every Earthquake carrier a free switch-in. The others by and large only counter specific threats and aren't very versatile for this defensive build. Physical builds are possible with Arceus' movepool, but not recommended due to the reliability of Judgment.

PROS:
~Immune to Poison, Sand, and may as well be immune to Burn.
~Strong SpAtk means nothing can treat you as a passive threat.
~Strong Spd means you can get your boosts up & do damage (or set Stealth Rocks) without taking a hit first, a common weakness of defensive walls.
~Resist most attacks.
~Insanely high movepool means your opponent won't know how to counter for a few turns.
~Cosmic Power is very underrated.

CONS:
~Until more Fairy-types are made legal (like Xerneas, for whom this set was originally designed to counter) to fight BD/SP Pokemon, Steel is a terrible offensive type.
~Few Pokemon are hurt more by "Four Moveslot Syndrome" than Arceus; this build has options that more passively defensive Pokemon would kill for, and the stats to go full-passive if desired while still dealing more damage than passive Pokemon can imagine...but you can't run everything you need.
~You don't get Taunt or Toxic without transfer. Taunt can shut down would-be counters who need to set-up first (with your high Spd, you should always shut down set-up sweepers) while Toxic puts two of your worst counters on a timer.

COUNTERS AND CHECKS:
~Groudon and Ho-oh both only need fear Toxic and Surf. Ho-oh is arguably better, because of Regenerator and fears fewer of Arceus' coverage options.
~You can't hurt Skarmory much 9/10 of the time, but Skarmory can't hurt you near at-all. Once Arceus can fight against Gen V+ Pokemon again, Celesteela and Corviknight are the same headache as Skarmory.
~Offensive Dialga sets can muscle through with Earth Power and Aura Sphere, while only fearing your own Earth Power (or Focus Miss).
~Steel types in general can block this moveset's damage, while knowing Arceus can't run coverage to hit every Steel type in the game. You still have Recover, though, leading to a long, drawn-out stall match if they don't have a strong Atk/SpAtk.

  • Bug- only has X-Scissor
  • Steel- only has the inaccurate Iron Tail for a physical move
  • Dark- only has Dark Pulse for special move
  • Fairy- no moves period

Arceus, the creator of all has a truly legendary and elusive reputation. A Base Stat total of 720, which held strong as the highest for two generations, its initial event locked behind hacking, never being released and future distributions being limited time only, Arceus has never been properly encountered in the wild. Even though Arceus' Base Stat total has been surpassed, it is always under special circumstances, and only Mew and Smeargle have more varied sets.

However, not all types are created equal (**cough** ice **cough**) and thus not all of Arceus's forms are equal either. Some excel more than others.

Ground is an extremely powerful type in the legendary tiers thanks to the number of Steels, Eternatus, Zekrom, Regieleki and Tyranitar all giving it ample prey with a rare Special Ground STAB. Resisting Stealth Rock, Electric and the Steel STABs of Ubers gives Arceus-Ground plenty of opportunity to switch in, setup and deal some damage. Calm Mind and Recover are near necessary. Calm Mind to help bolster Arceus' merely "good" Special Attack to truly dangerous levels, while Recover helps Arceus shake off repeated hits and passive damage thanks to its impressive natural bulk (and it has no other forms of recovery).

Last move is up to preference. Ice Beam hits most of the Flying and Dragon laden tier hard alongside Giratina Origin, Groudon, Landorus and the very rare non-Ferrothorn Grass type, while Thunderbolt covers most Flying types including Ho-oh (which Ice Beam doesn't cover).

The true strength of this set is that Arceus-Ground can run a physical set as well thanks to its access to Earthquake. While Special is far more preferred thanks to most Steel types having lower Special Defense, Physical sets can tear apart walls and Pokémon (such as Ho-oh and Kyogre) that invest more in Special Defense as opposed to Physical and can run Swords Dance which escalates quicker than Calm Mind.

In a Gen IV locked game, this set is considerably less powerful due to the smaller number of Steel and Ground Weak targets running around.

Preferred Partners
Clerical Pokémon to wipe away status like Toxic and Burn are greatly appreciated. Chansey and Blissey excel at this role.
Fairy is well known for its pairing with Ground, so Xerneas and Zacian make great compliments for Arceus-Ground (Xerneas for Physical Arceus, Zacian for Special Arceus)

As eternal as gods zapping fools as divine Judgement is the BoltBeam combo, with extremely complimentary coverage that hits everything for neutral and the extremely Flying/Water/Dragon laden BDSP ubers for super Effective damage. Recover and Calm Mind's usefulness has already been explained previously, as the bulk of several neutral targets and Kyogre can necessitate getting a Calm Mind off before going for the sweep. Recover is to keep Arceus healthy over a long game since it has no recovery otherwise.

Since this set has considerable less defensive utility (Flying Spam isn't as much a thing), Recover can be ditched for Grass Knot, which just slaughters Groudon and Arceus-Ground who otherwise trouble this Arceus.

A STAB boosted Judgment from Arceus now being a Fairy type hurts most Dragon types (Tyrantrum, Hydreigon, Zekrom, Palkia, Flygon, Altaria, Kingdra, Noivern, etc.)

A STAB boosted Judgment from Arceus now being a Fairy type hurts most Dragon types (Tyrantrum, Hydreigon, Zekrom, Palkia, Flygon, Altaria, Kingdra, Noivern, etc.)
I assume that person is listing coverage options for other types, because Judgment always matches Arceus's type and can therefore be any type.
