I have a Beautiful Milotic. She has risen to the ranks of Master in the Pokemon Contests.

Now, first off, to evolve a Feebas into a Milotic, you must MAX out it's Beauty STATS. The Pokemon Club guy gives you a scarf depending on which stat you MAX.

Yet, I have a Milotic, and the Pokemon Club guy won't give me a Beauty Scarf.

What am I doing wrong?
 
Give it a few more Pokéblocks. Actually, the value to evolve Feevas is 170 Beauty, and assuming those games are using the traditional 255 cap, you probably haven't maxed out the Beauty, which is needed to get the Scarf.

If you still don't get it, look for it. Maybe you have it already...

If you still can't find it... I dunno. Maybe someone took your game, got the Blue Scarf and traded it to his/her game. :p

Here are some details:

I have a Milotic. Of course I've MAXED it out, no more Pokeblocks for it.

No, no-one even touches my game.

I have never even received a Scarf of any sort.
 
Talk with the Fan Club guy with Milotic in your first position of your Team (The spot on the left.). That's the only reason I can find right now... =/

or just get another pokemon that likes beuaty raising pokeblocks and show it to him, then he could give you the blue scarf...

Just because you could evolve it into a Milotic doesn't mean it will automatically be able to get the Scarf. Yoy need to feed it a lot of very good Pokeblocks, and it will help if it likes Blue Pokeblocks. If it's already maxed out on the amount it can eat, sorry, you'll need to get another Pokemon to do get it.

maybe its because you havn't used strong enough berries it can only take so many berries before your not allowed to use anymore

When I evolved my Feebas, it was not completely maxed out. It was just in the blue area. Are you sure your Milotic has his/her Beauty rating all the way up? I think for evolving Feebas you have to get the Beauty rating in the blue area or a bit higher up. But like the others said, you can always get the scarf with a different Pokemon.

The guy that gives out scarves is evil. Once you get it, he'll revert to the "It's not bad, but it's not good either" crap, even if you have maxed out its condition. The guy is so evil, he would scare Cipher into giving him all their Shadows.

^Just because you fed the Pokemon PokeBlocks until it couldn't anymore doesn't mean you maxed the thing out. First, you need to get a Pokemon with one of the following natures:
Cool: Lonley, Adament, Naughty, Brave
Tough: Bold, Impish, Lax, Relaxed
Beauty: Modest, Mild, Rash, Quiet
Smart: Calm, Gentle, Careful, Sassy
Cute: Timid, Hasty, Jolly, Naive
Then make PokeBlocks corressponding to the scarf you want. Dry tasteing PokeBlocks for Beauty contest, using the following Berries: Chesto Berry. For the Oran berry, only use it in the Old Man's berry blender, because if you use it in Slateport and Lilycove, you'll get Indigo PokeBlocks. Same thing for the Wiki berry. They aren't high level PokeBlocks, but if you have the right Pokemon, it won't matter. Beleive me, I've done it four times. With that, you should get it. If you don't, try again with another pokemon.

Actually, I have tested that if you use berries 26-40 to raise your pokémon's condition, as long as you focus on one and it isn't a hindering nature (E.G. calm nature for a cool pokémon) it'll max. You don't necessarily need the benefiting(SP?) nature to max it out.
As for the solution to your problem, just max out another pokémon's beauty by blending Cornn, Pamtre or, if you have it, Ganlon berries and feeding them the pokeblocks until it can't eat anymore. That should get it maxed, and you can then get a scarf for it. Then just give that scarf to Milotic.
