Scarf Jirachi would fit very nicely as it will be able to fill multiple rolls. It can set up rocks then switch out. It can handle latias very well, and hopefully flinch it to death. Ice punch handles dragons, gliscor, and non scarf landorus. Fire punch is great for scizor, and dent ferrothorn.

This mon's only real usage for this team is that with tentacruel this team needs rain to be at its highest effectiveness, also rain teams generally benefit well from Kube being able to remove Celebi and Rotom-W easily and setup subs on both.

I vote for Politoed because it makes the most sense especially with tentacruel and it synergizes pretty well with kyurem-b since politoed lures in a lot of celebi / rotom-w giving you a lot of opportunities to double switch into kyurem-b and gain momentum.

The CCAT doesnt need weather, because rain is very common. The team can also survive in sand thus far.... we havent gotten all the checks for sun though....

politoed gets my vote as well. i would rather not try and rely on opposing rain to help tenta do it's job, and auto weather in general is too valuable to give up. sand sucks for sub mons like kyurem anyways.
