Looking at the moves count in learnsets of Pokémon:
*16 different moves is the largest group, followed by 15, 14, 17 respectively.
*Highest amount of learnset moves is 26, which belongs to Silvally. This is followed by Steelix and Mr. Mime, who both have 25 moves.
*Highest amount moves that exist in a learnset for a first stage Pokémon that can evolve is 20, which belongs to both Vulpix and Hoppip.
*Assuming all groups have +1 increase each generation it would take six generations for the bulk of the movesets to be 20+, and 4 generations for majority to take.
*Single stage Pokémon and common Pokémon tend to have the most moves. Earlier generation species who hasn't appeared a lot tend to lack a lot of moves due to legacy of previous generations.
