Custom full art cards. (for a birthday gift) Tips?

My friends birthday is coming up in a few months and i wanted to make him a custom full art trainer card with their character on it

I have the art figured out, I drew the art that I plan to use and a colleague is coloring the piece.

But i wanted to go the extra mile, instead of just a glossy finish i am trying to find a method to replicate the embossing on modern full art and secret rare cards. so far all I have found is that it involves some form of machinery but unfortunately the tutorials and articles I have found don't seem to yield the results I am looking for (bulky and bubbly embossing)

Does anyone know about how that effect is achieved or the name of the process that is used by the Pokemon company ?
Also does anyone know who might be able to do it for me as a commission? (if the this is a particularly skilled process however I would still love to learn how to do this myself.)
