Intriguingly when I put lugia in the purifying chamber, it took only a moment to be purified as I already had all 9 sets at maximum tempo. It was when I referred to this site that I realized why. Everybody was purifying left and right and this max tempo thing and getting all 9 filled was quite a fulfillment. Now that I have traded all my pokemon down to GBA, I left in the chambers mostly L5 scythers and other non-essential pokemon from the GBA. I suppose I could've sent up an army of bagons as they are super effective against each other as well.
