When Ash tried a Bullet seed attack, I was surprised that it was not half bad! Going back to when the move first appeared, I had not really given much thought to ammunition. It seems that the special training was a huge success. Now that I think about it, does this mean that Rowlet would have missed the chance to gain more skills if Ash had not fumbled the Z move in the earlier battle?

Nah, it'd have probably picked up an Everstone anyway and learned Seed Bomb either way

Just like how it sat on a tree and magically learned Razor Leaf

But really tho, was it really necessary that the writer's just had to go out of their way to give Rowlet the Everstone?

Like they could've just not mentioned it at all...

Also why was Ash so distressed? It's not like he ever care about whether his pokemon evolved before

Probably because he didn't know if Rowlet wanted to evolve or not. It is not like Rowlet refused to evolve unlike Ash's Bulbasaur or Dawn's Piplup.
