Deep Sea Current not an option?

Ok heres the story I just recruited how in 2 trips(forgot to buy ranbow peak first time) so i wondered if i should have a shot at getting hold of lugia.
But lugias friend area Deep Sea Current is'nt for sale!!?
From the look of the spin of dex you need to buy lugias friend area but how can i went "tuff" is'nt selling it

Ahh i was under the impression it was'nt beacuse thats what it apeared to be in the spin of dex.
It seemed like Ho Oh

Lugia's at Lv30 and Ho-Oh is at Lv50. I guess that's why you have to buy Ho-Oh's Friend Area

Lowest Legend so far is Kyogre Lv25? That was a joke but yeah Lugia sucks when you 1st get him (No I haven't got him but his only ATTACKING move is Gust). The only thing Lugia could own is Weedle (Caterpie PWNS everything)
