Defeating Salamence (Ranger)

I've tried to capture him many times but it just doesn't work.

You reach him after completing the destruction challenge in the 4 challenges mission, but I can't capture him since it requires 22 circles, with no friend assists bar the ineffective one from plusle/minun.

So, does anybody have some advice on how I could capture him?

Better then you
What I did was wait until it starts flying around. Then after that I started to make small circles around it. The circles have to be just big enough for it to fit in. And remember to circle really fast.

that is weird my shocky thing worked... i did small fast circles until my bar got full avoiding his attacks and WALLAY! i got him!
