Okay, I like the design, the gyrados is quite cute (ironic), but i shall rate the attacks:
Power Search --
The effect is a bit unclear. Attaching it to Gyarados is alright, but what happens to the rest of the energy cards? Into your hand or into your deck? And also you should phrasse as 'search your deck for up to 3 basic energy cards and 1 special energy card.'
Metallic Wave --
Well I think it's broken and not properly pphrased, but if you want to stick to the same effects, it should for each basic energy card you discard does 10 damage, and for special enrgy card does 30. Still a little weak though for a delta gyarados...
overall: 7/10

I'd give it 10/10 just for the illustration...the attacks are sort of unclear, but good nonetheless. So, 9.5/10 overall.

Okay, it's a nice card. But why are the effect texts different sizes? All effect text for attacks are always the same size. Now, the placement on the effect text is off two. The text needs to be 10 pixels away from the clear inner box on both sides. The set symbol is way too big, the evolution text looks funny, and the placement of the retreat cost and weakness energies need to move up about 1 or 2 pixels. Other it's a pretty good card. 7.5/10.
