If i trade the speed form from emerald to ruby.when it change the form do its stats will chage too? or no.

yes, what would be the point in just the look changing? the stats will change, how i dont know, the speed will probably be the most notable drop, but they will increase in other stats. if its trained to take advantage of the speed i wouldnt bother trading it

im wondering, would the iv's ev's dv's change too? would they reset to 0?

well from the way i understand it the iv are set. The ev's will stay the same. but the base stat will drop, so for speed - normal there would be a drop in some stats due to the drop in the base , but increase in others

ok if my speed deoxis have the max speed it will change to max attack when i trade it?

no the evs will still be in speed, assuming you have a +speed nature, an iv of 31 and max evs in speed your speed deoxys will have a speed of 504 (why). If you trade it to ruby / sapphire speed will chnge to 438, fr 438, lg 306.

in the same respect a neutral attack nature , iv of 31, max evs in atack in emerald attack is 289, r/s 399. fr 459, lg 239.

So although the stats change its minly due to the fact that the base stat is changing not the ivs or evs
