No you have to beat him on the 20th floor that is the only way and when you are deoxys he changes form each floor

The ones in the previous floors are just mirages (L35), hence not recruitable. There is a mirage on each floor. You have to hunt it down and defeat it so the stairs are unlocked. This way you must make your way through towards the 20th floor which contains the real deoxys (l35). The you just battle it and hope that it asks to join your team. It comes with its Friend Area. It has a recruit rate of -10%.
