As long as you trade your Zapdos to Colosseum, you can use it in Mt. Battle to get Ho-oh.

In other words you have to beat the main ingame RPG so you can trade your GBA pokemon over if you want a decent chance. Of course since you also need to purify all pokemon before you will have had to complete the game anyway.
