Hyper beam IS powerful, but I'm not about to take a gamble on a 1-in-10 chance of missing if it means my poor Pokemon pretty much strips naked and dances suggestively with a sign around his/her neck reading "DO BAD THINGS TO ME". Losing a turn I can deal with. 90% Accuracy I can deal with. Strong against nothing and ineffective against 2 types I can deal with. Any 2 of those combined I can't deal with, and I sure as hell am not going to put up with all three.

I'm not saying it's a poop move. I'm sure it has its uses. I'm just too dumb to go looking for 'em.
