No i dont think so also there's a scene where he's at lv.20 and most starters evolve at 16.Unless he is a 2nd evo but i doubt he's a starter anyway.

That's only the KANTO Pokédex. Johto's main Pokédex was its Johto Pokédex, when Chikorita was #001. In Hoenn, the main 'dex was the Hoenn Pokédex, when Treecko was #001

The 004 and 007 are referring to how many Pokemon caught and seen.

Manafi's most likely the 4th gen. Mew/Celebi/Jirachi, judging by the fact that it can only be gotten in Japan from Pokemon Ranger and the movie ticket. But I could be wrong.

And Buizeru's definently not a water starter. It's number 56 in the Pokedex.

The starters usually aren't revealed this early, and besides, even if Buizeru WAS the water starter, the Grass and Fire starters probably would have been shown with it. But if that September release date turns out to be true, then it shouldn't be long until the starters are revealed.
