That's not exactly how I understood it, more he didn't want the Time Lord's responsibilities. I don't think it's well explained in the original series (I've only seen a little of it), which starts off with him and Susan already on Earth. I should actually read the book about the past regens I bought. . . there's probably some good hints in there.
I might be in minority, but I prefer shows with continuity. Not necessarily 2-parters, but when stuff from previous episodes becomes relevant (though Doctor Who would regularly have 2, 3, 4-parters originally), I find that really interesting. Time travel's too interesting a subject to waste on simple plots.
