There's probably a simple answer to this, but in one episode, it says Double Battles are banned by Pokemon Leagues, so why are there Double Battles in later episodes of the anime (and Orange Islands, though that's a faraway island)? Was the rule dropped sometime between Kanto and Orange Islands?
