I need to know where to get a dragon scale in ruby so I could evolve seadra and complete my pokedex.;249-d;

I answered this question before 3 days or so, look around the forums because you can find the answer, if not, go to the main site.
It's in Meteor Falls, Dragon Tamer Nicolas after 5th battle. Use Thief, Covet or any move that steals the foes held item.

There's a secret area on Meteor Falls where you can get to by Surf, and I think waterfall. Once in that area( It's a stratch of water with land at the end) you can fight Bagons and get a dragon scale off one!

anyway you can catch horseas until you find it or catch bagons and find them.(simple)

Of course, Thief/Covet/Trick are always options that work. Encounter Horsea, then go mad with the item mooching.

Jokurata, Dragon Scales aren't found on Bagon in Ruby.

Use Theif, Covet, or another stealing move on Bagons or Horseas instead of capturing them. Bagons can be found in the room where you get TM02 Dragon Claw in Meteor Falls, and Horsea can be found on the route to the left of Pacifidlog (fishing with Super Rod).
