Do knows someone how to get Dragon Scale for my Seadra in Emerald?

Bagons have a slight chance of holding them in the wild, I believe.

I have 3 Bagons on the moment.
I trade it one for Horsea in Pacificdlog Town.
Horsea's item is mail not Dragon Scale

Bagons do indeed have a small chance of having a dragon scale. Use thief or covet or whatever, you'll get one.

Bagon have a better chance of having a Dragon Scale than a Horsea. Plus, they're easier to find than Horsea's.

since you are trading a bagon, i'm assuming you're playing emerald.

if your first pokemon in your party has the ability "compoundeyes", then the wild pokemon has a higher chance of holding an item. put a nincada in your first position, then you'll have a better chance of getting a dragon scale

You can get two Dragon Scales in FireRed/LeafGreen. You can get one of them by defeating Double Mode in the Trainer Tower on Seven Island. You can also get one on Six Island. On the way to Ruin Valley, Surf to the right and go down as far as you can.

Good luck on finding one, swampert fan. I personally don't like the FR/LG modes. Too long in my opinion.

Horsea and Bagon can be holding it but a low chance.
If you have a friend that has Dragon Scale, trade a friends pokemon that holds Dragon Scale to your game, attach it to Seadra, trade it somewhere, make it Kingdra, get Kingdra's Dragon Scale again and trade a useless pokemon holding it to your friend.

I've got three Dragon Scales, it will come to u if u r not searching for it and expecting a Bagon having it. Or Horsea.
First time, I wanted a Bagon, and I didn't know that it would hold Dragon Scale, so I got one.
Second time, I wanted to have a male Bagon to breed with (Crunch egg move for Treecko), didn't have Ditto yet.
Third time, I fished up a Horsea with it.

Things always come up if you're not expecting it.

when you trade a poke that evolves while holding an item, doesn't the item disappear?

yeah it does.
i think you can get a dragon scale from Dragon Tamer Nicholas in meteor falls in emerald, its his second altaria, use theif on it in the 5th rematch, hope that helps!

That's the Dragon Fang. They can tend to get confused with one another, but Dragon Tamer Nicholas gives you a Dragon Fang after you beat him 5 times.

Bagon and horsea as a little percent of chance to get a dragon scale.
teach one of your pokemon thief in order to get a dragon scale.
keep trying until you have one.
