I got a male ExtremeSpeed Dratini. Can I breed it with a female Dratini and get babies with ExtremeSpeed? In other words, pass down ExtremeSpeed?

Nope. Extremespeed, like all other "special" moves like Dizzy Punch Odd Egg, Stadium prize moves, and NYPC moves, cannot be passed down. The one who has it is the one you're stuck with.
