I've been playing Sapphire and Emerald for a few years and then stumbled upon this site when I was looking for a Feebas guide (Feebas's annoy me.. ;349;<ahhh!!) Looks pretty neat here.. Might as well check it out..

HI Mickey, Feebas are found rarely by Mauville(SP?). You go right and surf. Instead of going striaght a.k.a to the Berry Master's house oyu turn and go up, you go throught the grass. Then you come across a lake you use a rod and if you try enough a Feebas will come.
