Foul Play hits much harder than Dark Pulse on Umbreon since most Pokemon it fights have high atk. Heal Bell to cure status.

It is too frail to pass Wishes and use Thunder Wave. Shadow Ball gets good coverage with T-Bolt. Volt Switch to preserve momentum. Baton Pass

Foul Play on Umbreon is bad idea. Not everytime the foe will have high Attack, thus making it unreliable.

Payback is better, as it relies on Umbreon's own Attack stat for damage, which it can boost using Curse, and the speed drop from Curse won't matter, in fact Umbreon loves the speed drop because it wants to go second for Payback.

Pokemon is fun!
It doesn't matter if it is unreliable. His Atk is too low to make good use of Payback. Even at 100 BP, most of the time, Foul Play will hit hard. 95 Base Power - Atk of enemy.

Its Attack is indeed rather low, hence Curse + Brave Nature.

It's true that the opponent's Attack most of the time will be higher than Umbreon's Attack, which makes Foul Play seems good, as it completely depends on the foe's Attack.
But after a boost from Curse, Umbreon's Attack might actually be on par or even higher than opponent's Attack.
