I really have no idea what you're talking about. If you want to know how they evolve, make them happy and raise their level in the morning for Espeon and the night for Umbreon.

Actually everyone gets that wrong. You evolve eevee with high frendship on the A.M. to get Umbreon and P.M. for Espeon
Go to Goldenrod City, the house above the bike shop a lady will rate how happy your Pokemon are. Put Eevee at the top of the list and then she will tell you how it feels about you.
I don't know what command she says off the top of my head when it is ready to evolve, but it is something like "Eevee really trusts you."
After that raise Eevee one level during the AM (Espeon) or PM (Umbreon) to get your desired evolution.

Eevee needs 220 happiness to evolve. If the lady in that house in Goldenrod says 'i get the feeling that it really thrusts you.' that means it has between 200 and 250 happiness. so it's not sure it evolves after you trained it 1 level after she said that.

in GSC to get umbreon you need to get eevee to max happiness and evolve it at NIGHT.
To get espeon you need to get eevee to max happiness and evolve it DURING DAYTIME.
It is swapped in RSE

He is right, it's Umbreon at AM and Espeon at PM.

If you're patient you can get Eevee to evolve before level 16 (when the evolutions learn their first elemental but weak attack), but it requires a week or so of haircuts. But there's a few tricks to getting your happiness' worth with the hair cut brothers.
While I can't remember what days each brother works, save your game right before talking to them. Keep getting a haircut and soft re-setting until you get the message that Eevee looks delighted. What's funny is that if you get the delighted message when the younger brother is working, the Eevee will get MORE happiness points than with the older brother. The catch is that the chances for the younger brother to do a better haircut job is lower. So soft reset!

And like others mentioned, give Eevee vitamins like Protein and HP up, and also visit Gary's sister in Pallet Town between 3 and 4 pm. And of course, every time Eevee goes up a level, its happiness increases. Hatching an Eevee from an egg will also get it started at a higher happiness point than receiving it from Bill or winning one from the game corner.
And lastly, yes, when you bring Eevee to the happiness rater in Goldenrod and she says she gets the feeling that Eevee really trusts you, it will evolve within the next few levels. That am and pm stuff everyone is saying is WRONG, that's only for the advance games. If Eevee evolves anywhere between 4 am and 5:59 pm it evolves into Espeon, otherwise it evolves into Umbreon.

So, in this case, it's when it's day for Espeon and when it's dark (yes, dark) for Umbreon.
Sorry for that last post.
And I recommend you use him for the Elite 4, even if you change immediately. You'll raise levels and battle for the E4, both things raise happiness.
