Yes you can, but it is a 1/8192 chance of hatching one, which means you could hatch four eggs or thousands of eggs.

Getting a shiny is always Random... even you're rayquaza and Torchic and Beldum etc. can be a shiny.. Goshh i have seen such a traed miljons of times... and all asking the same...

Adding to what i said before, if you breed a shiny with a shiny(or with a normal pokemon)it does not increase you chances.

ok so it still very rare ok i understand now thanks amd now i know one off pokemon can be shinie but say it is rayquaza will it be shinie before you battle it

And soft-reset is a way to restart your game without turning off your GBA/DS. Just simultaniously hold A+B+START+SELECT.
