How do you get the following items on R/S/E?

Brightpowder
Black Belt

They say they're on routes 115 and 120, but I've searched those routes from top to bottom.

You stael them from the Black Belt and Bug Catcher once you are on there 5th fight. You use theif BTW or something eles

 

[Scarlet Spyder]

I believe you obtain bright powder at the Battle Tower. It is obtained after getting a 50+ winning streak, I believe ( it is random).

I dont know about the Blackbelt but the Brightpowder, should be with a bug cacther or somthing.

Their exact locations are :

Black belt : Use covet/thief on Black Belt Nob's Machamp (5th battle)
Brightpowder : Battle tower prize/battle frontier shop

But since you said that you find the brightpowder on route 120, I think you mean the silverpowder. Use covet/thief on Bug Maniac what's his face's Masquerain (5th battle), that's how you get it.

But make sure that the pokemon you're using to steal the items doesn't already have a hold item, or else they won't steal anything, sinc epokemon can't hold two items.
