It's most likely that shiny MoxieMence is a hack. If I'm not mistaken, the only way to legitimately get a Salamence with Outrage is by finding it in the Entralink Forest from the Dream World. And even if it was RNG'd, it can't be shiny; nothing RNG'd from the Entralink Forest can. And Outrage won't be passed down through breeding even if both parents know it, since it's not an egg move, TM move, or learned through level-up.
