Levels aren't really important... EVs are... which means if you have your Pokemon EV trained you can have them at level 80 or less and won't have much trouble... But it also depends how did you EV train your Pokemon, movesets, etc.

Just about any Pokemon with the right typing and moves can beat them around level 70.

If you happen to have 2 gameboys and possibly Sapphire/Ruby/Emerald, then trade your strongest to your FR/LG game and battle. Yeah, i actually did this, sent my Blaziken and my Kyogre there. It worked. Cheap, but it worked.

Ok now going on realistically, train your guys to around 65-70 and you shouldnt have much trouble, plus get some very good pokemon from the types that you need to make it much easier. IMO, the hardest one is Lance, he no longer has dragonair and therefore you actually need a dragon type to take him out(although if you did what i mentioned above this paragraph, then you should just be able to trade someone from your other game and whoop them!). Oh, and have Max Potions, Full Heals and Full Restores, they help a lot!

I'd say......70's to 80's. Make sure you have healing items, and don't have all types weakened by one pokemon type cuz you'll lose miserably. Have lots of confedence 2, you'll need it.

I was able to beat the Elite Four the second time with Pokemon at Lv. 65 and 70, just have some Full Restores and Revives to really go around! 70 and 75 are good as well, since Lv. 75 is Gary´s Charizard.

I beat them with lvl 60s plus a Mewtwo and had little problems

I beat Elite 4 second wave with lv66-73 pokemon with Mewtwo aswell

Oh almost forgot...

If you have Starmie, you can OHKO every Pokemon except Kingdra and Alakazam (maybe)...

I used Recover over Psychic BTW... but since my Starmie was at a very high level it OHKOed every Pokemon without Psychic...

^ That's a nice Pokemon, but don't worry EVs. For this part of the game it's best to just level the Pokemon up as much as possible.

I used a lvl 70 Poliwrath, a lvl 71 Mewtwo, a lvl 54 Charizard, a lvl 55 Wobbuffet and a lvl 54 Electabuzz and won reasonably easily

Wow...

I used Pokémon level 45 and won with only 6 revives and 6 Full Restore. I beat the elite four at the second try. And the Pokémon were trained by one of my friends that doesn't even have a Pokémon game and can't EV train...

But with a lot of luck and all my hits were super effective. And good combinations like sunny day-solarbeam and prepared strategy.

Anyway, if you use super-effective hits, level 60 would be enough. You can raise them even more so it's easier.
