I did the Team Magma and Aqua base stuff and im at the 8th gym and it's locked.How I get it to open.

use dive to get to the seafloor cavern and awaken kyogre. Fly to sootopolis and go to the cave of origin. Tell wallace to find rayquaza at the sky pillar. Meet him there and awaken it. fly to sootopolis again. *Scene* The gym is open now.
