Since there is nothing about this on the main site, I want to know how and when I can trade between Leaf Green and Emerald.

Well, in order to trade between Leaf Green and any other game, you'll have needed to:

1. Beat the Elite 4 atleast once.
2. Fixed the machine on One Island, with the Ruby and Sapphire plates, alloowing you to trade between other games.

That's it basically.
