Unless the stupid Pokedex on Serebii.com LIES then it's stated that you can get Deoxys on EMERALD, not saphire or ruby(sadly for those who own these ) I MUST know where this is!

Obviously, somewhere you can't get to without first going to a Nintendo event, as is common knowledge. You could've found the answer to this question yourself easily with just a little bit of effort.
