How or where do you get the eon ticket on Pokemon Sapphire?

You could only get by going to a special event I think it was the E3

You're way too late to get that. But only if you mixed records with someone who has it...

There was already a thread on this, you need to scan an Eon ticket into your game using an E-reader and the Eon ticket you cant get anymore, unless you mix records with someone who has it
