Did you use a cheeating device to get it? If so that might be your problem...

However, if you didn't, then...it might just be a glitch. Try Slateport and the Battle Tower/Frontier...

Please read it, and if you're still having trouble, ask your question in that thread and someone will be able to help you.

Also remember that you can't scan the Eon Ticket directly into Emerald, as Emerald doesn't work with the e-reader.
