EV checking question

I know its impossible to check EVs but i recently built my giratina altered as a massive tank and i basically got through elite 4 the first try with just him using rest and sleep talk.

My real question is: If i use a EV lowering berry and it has no effect does that mean i have no EVs in that stat?

Yes i know its a really retarded question but i dont like to make stupid mistakes

yeah, thats what it means. i like how they make it not go lower because whan im trying to evolve a pokemon by happiness then i start out by feeding it those berries (its stats can't go any lower but it still gets the happiness boost)
