I gave my lv 9 Shuckle vitamins(8 iron, 10 zinc), while holding Macho Brace.
Is the Evs given out by the vitamins doubled because of the Macho Brace?
If not, why couldn't I give my Shuckle 2 more irons(only had 24 evs before the irons).

No not at all it only works against battling pokes.

You can only use vitamins until the ev count for the stat reaches 100, you have 104 so no more vitamins.

Macho Brace only works for battling, it doesn't work for the vitamins

If you’re EV training a Shuckle, ALWAYS ALWAYS ALWAYS ALWAYS max out its HP first. Don’t even think about the defenses until you’ve put 252 EVs into HP.
