When you make those 6 teams to get 3 EV points do I need 6 games to mix records or do I set up one team mix records then set the next team up and can you even mix records in emerald? I would appreciate the help.

The team would be all from one game, whoever they had in their party when you mixed records.
Yeah, if you only have R S and E for example, you could make a base in R and S, then mix records with E, then battle them to get the necessary EVs, then edit your SB teams in R and S, mix records with E again, get the necessary EVs...
keep doing this until you have all your EVs.
