i beat 12 pidgeys to speed train my lvl 8 charmander and his speed only went up +1, +1, +2 respectively (started at lvl 5). i thought 12 pidgeys was supposed to give like +3 to speed stats?

First off, this should go in Pokémon FireRed/LeafGreen Discussion.

Second, EV Training won't be reflected until very high levels. In low levels and lower evolutionary stages, the Stat gain is pretty much set around the numbers you said, being 3 the highest one you can reach.

Thirdly, for a +1 in Stat gain, 4 EVs of the given Stat are needed. And again, that's not reflected at all in early levels.

EV's don't come into play straight away. It takes time for your pokemon to gain significant stat boosts.

Plus, I find battling Digletts and Dugtrio's in Digletts Cave to be a lot easier than Pidgeys.

And you say you're training a Charmander? Well, pre-evolutions have very low stat gains per level, I mean, for example, while Attack EV training my Adamant Dratini, after giving it 200 attack EV's, it grew a level and only gained 2 points in attack.

So your Charmander WILL get higher speed, it just won't happen straight away.

*Orion* & Mystify are right the Evs of speed(or any other state) won't go up at the same time

EV stat adjustments reveal themselves best when the pokemon is at level 100.
It will only gain it slowly as it progresses but when you get to level 100, you will observe the stat difference between an ev-trained pokemon and a non-ev-trained pokemon with the same stat IV.
