EV Training - Speed stopped going up in Pokemon White?

I have a Tirtouga that was lvl 32 with a stat of 21 for speed. I battled a bunch Woobat's using the Power Anklet and initially after beating 4-5 of them I was seeing the stat increase by 1. I'm not at lvl 33 and the value has stopped increasing at 43 points. I saw you can only have 255 EV's per stat max, but wouldn't that 43pt value be higher if I already hit that? Apologies, I'm new to EV training and this whole thing is slightly confusing.
