EV training

Hi guys, i need abit of help. I've tried EV training my pokemon and i've looked on the site and i dunno how you can EV train to get something like 200 on one stat. I tried that but the most i can get is like 40 on a stat and it gets maxed out and i can't get anymore. So i need to know, how do you do it? I've EV trained them with the macho brace by the way. I'm starting a new team and right now i got a bold feebas and a bold ralts at level 5 of course. So what should i do first? I wanna get the recommended EV'S for Milotic:
84HP/ 252 DEF/ 12 SPD/ 106 SATK/ 56 SDEF. But i dunno where to start and i definantly don't wanna mess this up. I had to hatch seriously over 100 eggs to get a feebas with a bold nature.

It's really up to you to keep track. I use a Macho Brace and keep track of PP usage to determine EV allocation. To make that a more reliable process, I only use moves that will OHKO and are 100% accurate.

I can't understand the rest of what you are asking. Can you reclarify?
