Common sense, my friend. The ONLY Pikachu that you can get that has Surf is from PBR. The Surfing/Flying Pikachu not from PBR can NOT be transfered to the DS games as it's a GBA event Pokémon and Pokémon with HMs cannot be transfered.

Also good luck with getting the Deoxys or Darkrai. So far, they're only in Japan. Your only way of getting one would be directly from someone who them in Japan. Darkrai's only available to those who reserved a movie ticket.

The Lucario, Mew and Manaphy with no info means they're NOT AVAILABLE yet.

Chances are, no one's going to transfer those Pikachu over as they'd lose their special moves.
