I don't think there is such a big reason for sub on empoleon.
You could use it in a defensive way, but if you're planning on agilitying like athousand times, it's not necissary
I would just do HP electric > substitute

I personally like Rock Polish>Curse on Torterra, but there's
really no need to switch if you don't want to.

(Pro)bopass doesn't learn Ice Beam unfortunately, but Volt
Switch is an option as well as Flash Cannon for extra STAB.
He's still pretty (pro) without it anyway.
