it needs some of that love,when its happiness is maxed,lvl it up so it will evolve(if u only battle for happiness,it takes about 15 levels for it to evolve if hatched from an egg,my cleffa and togepis evolve around 15-19

Yea just max out its happiness and put it up a LV and it'll evolve

Vitamins, Potions (Even with full health - at 200 there cheap too), just run around with it in your team, let it battle a bit, then level it up. If it doesn't work don't worry.

What I did with my Pichu was just train it like usual and after a while it would evolve. There's no real downside to evolving it at Level 6 or 16 etc. not that I know of anyways. So just read the link provided and see whats happening.

Also you should give it a soothe bell to be happier with you. And you don't need leveling up to get happyness, I've tried it.

It's at lvl 23, with a Soothe Bell. What's the message you get when a pokemon loves you? From that woman in Vertandurf..

When happiness is needed do this,

Put the pokemon first in your party.
give it calcium, protein, etc. etc.
give it ribbons.
give it pokeblocks.

"...It obviously likes you a whole lot.
Then you level it up. Try these:
Soothe Bell
Level Up
Lots of Vitamins
