EV's on G/S/C

I heard this rumour that pokemon get EV's on G/S/C, can someone confirm this?
If this is true, then there has to be EV's on R/B/Y too right? Can someone clear this up please?

They do get EV's in both generations, but they're different than 3rd Gen EV's. In RBYGSC, each Pokemon can max out every stat, instead of only haveing 510 to disperse between stats like in 3rd Gen. Also, level 100's can gain EV's; all you have to do is deposit them in the PC, and it should take effect, which does not work in 3rd Gen games.
